  All of his companies do the same type of work , operate in the same counties , and bid against each other.
  Raymond Applebaum floods the local advertising media markets with adds for all of his companies to increase phone calls for estimates.
  After a sales person meets with the customer the information is given to Raymond Applebaum. He than sends three , four , or five bids from his other companies to the unsuspecting customer. In doing this Mr. Applebaum is able to artificially increase the bid price and manipulate the scope of work outlined on the contract.
